Upcoming increase of 0.5% of the registration duties on the purchase of real estate in France

Upcoming increase of 0.5% of the registration duties on the purchase of real estate in France pursuant to the French 2025 Budget.

Overall purchase cost increases from 7.2%-7.5% to 7.7%-8%.

Effective in Paris from April 1st, 2025.

Upon purchasing a real estate property in France, the buyer, regardless of his or her tax residence, pays registration duties, currently at a rate of 5.80% (*). This is the main item of the overall purchase costs, which amount between 7.2% and 7.5% of the price (including the notarial fees at 0.8% exVAT per the government fixed rate).

The French 2025 Budget, adopted in February 2025, allows each county (département) to increase the registration duty rate by 0.5%.

As a result, the new registration duty rate will be 6.30%, bringing the overall purchase cost to 7.7%-8% of the price.

This increase, if decided by the county where the property acquired is located, will apply to sale deeds signed between April 1st 2025 and March 31 2028. It will not apply to first-time buyers of their main residence.

The Paris county local assembly (Conseil de Paris) voted on February 11, 2025 to implement such increase from April 1st 2025.

(*) except for three counties (départements) - l'Indre, le Morbihan and Mayotte - in which the rate is 5.10% as they chose not to implement the previous increase
